But I think style wise, H&M is much more sophisticated and chic. Forever 21 sometimes has good stuff, but H&M is more fashion-y. I also think Forever 21 is more for younger girls. I much rather prefer H&M. Check out their websites, and see which one you like more. Youcan't shop for H&M online, but you can still see some of their styles and prices.
