Bush) that a wartime President can pretty much ignore Congress and the law in order to provide for the the national defense. No president before or since has had the guts to jail American citizens by the hundreds with no charges, no access to lawyers, and no seeing the light of day. Habeas corpus? Lincoln had a war to manage, a rebellion where friend and enemy looked awfully similar, and he wasn't about to let a little thing like the law make the Union any less safe. Is expanded health insurance coverage the answer to the health care issue in our country?
Q. I've seen some of the proposals by the presidential candidates advocating expanded health insurance coverage. Is this subsidizing health insurance companies? Are companies that are in business for a profit the best means for health care?

A. Just expanding the system is not the answer as the system is bloated and inefficient. We need to have more efficient choices in our health care. There was a system which I saw proposed in California where smaller clinics would be opened up in strip malls and community centers. Staffed by Nurse practitioners and Physicians assistants and working in consort with doctors, they would be allowed to take care of simple illnesses and injuries that clog the emergency rooms now. The cost savings alone would more than make up for the initial cash outlay to start the clinics up.

A. Slavery seemed to be on the decline around the 1790s. Plantation owners did not see much point in keeping slaves--it was becoming much less profitable as paying for a slave was not matching up to the inefficiency of the process of cotton picking. However, it was in the 1790s that Eli Whitney invented the cotton gin, which had a profound effect on cotton production. Suddenly slavery was profitable, and in fact only more slaves were needed on plantations.

A. There are two reasons why the weight would make a difference. First, exercise involves moving the body - running or skipping rope or walking involves lifting the body again and again, and so of course, when the body is heavier, you do more work. But even exercises involving just the abdomen or arms involve lifting a part of the body again and again. And so again, you are doing more work. But also, a larger or heavier person will often (not always!) have larger muscles, and the work of contracting larger muscles also takes more energy.

A. I assume you mean opening up a raw XML file in IE or Firefox. There's no way to override their default behavior. (On a side note, Chrome and Safari will attempt to read any XML as XHTML, which usually results in just the CDATA showing up.)

California Adventure is going to be expanded and is getting a facelift, how do you feel about this?
Q. California Adventure ( just a walk across from Disneyland) is going to be expanded and is getting a facelift. "Cars" will be an attraction and in the front/middle will be built a Southern California theatre landmark. What is your opinion of the future changes if you have already read about them elsewhere?

A. I have been going to California Adventure since 2001 when it first opened, and the concept pictures that Disney showed us looks amazing. Pretty much the whole park is being changed. Is Cl likely to exhibit an expanded octet in its compounds?
Q. I thought elements in the 5a and 6a column would be likely to have an expanded octet starting with row 3 and down. I didn't think Cl would be that likely.

How to shrink expanded rubber gasket?
Q. I placed a rubber gasket into acetone and it expanded quite a bit. Is there any way to shrink it back down to its original size or just try and find a new one?
